Is it ethical for a CADC or a cit to diagnose mental illness when developing a treatment plan to provide substance abuse counseling

Every state has their own regulations about who can make a diagnosis. In my experience I was able to give my diagnostic impressions but not make the diagnosis. I recommend that you check with your state board.
